project a curve on a surface?

Can a spline or any kind of curve be restricted to a plane, so that even if the plane is crinkled or warped, the curve remains on the plane?

No. If you just need the points projected to that surface there´s a script for this: http://www.cheetah3d.com/forum/showthread.php?t=8863
(... and if you don´t mind the effort you can snap spline-points to the projected vertices)

if it is a simple spline-based / curvilinear pattern you need, the following is also an option:
* generate the graphics in a suitable external application
* apply as a texture to the material of the plane
* apply the required warping modifiers to the plane

It's not difficult to achieve. I used the black colored polygons as a guide and created
the spline from the top view, then quickly snapped the points down with the Transform Tool.
Then choose soft interpolation and moved the spline up, and then a Sweep.

I had a some extra time so I did this one. I used Bend Modifiers on the pill and the 5.

* load the contour map as a texture and apply
* use the magnet tool to distort the flat plane according to the contour map
* add the pipeline as per Zoohead´s spline plus point snap guide above
