Orthographic camera preview is incorrect when viewport is higher than camera

I set the render size to 1920x720. The render looks correct (the plane should be a little smaller than the viewport. However, this only looks as expected in the viewport if the viewport is wider than the camera. If I resize the window to be higher, the camera suddenly zooms in (see attached video). Shouldn't the plane stay within the boundaries of the grey camera frame in the viewport?
