thank you for your file. but I couldn't reproduce that bug with your file.
other functions ( move / scale / rotate etc.. ) works?

Thanks for taking the time to address my problem.
It seemed to have fixed itself.
After doing what Frank suggested:

BTW: I think that C3d 7.3b2 has the UV Mapper in preferences Keys as ~ already in there, I could be wrong.

I apologize for using up your time on what was probably a user error.

I have to admit I don't understand how to use the UV mapper although it seems like a very useful script.

Unfortunately I only speak and read one language and I don't know of a way to translate youtube videos.
Again I am sorry for using up your time I know you are busy.
