A preference toggle to always open a file with PBR shading turned OFF
Also save the PBR shading status to the file.

Useful for owners of models without PBR textures. (hint Cheeta3D is not always used for rendering inside of Cheetah, but for model creation for use in other environments without having to go through the torture of using Blender)
 
The state of the interface should always be constant, per user preference. Having the state of the interface embedded in the document file is not so good.

I generally agree with you, but in this case the setting is document specific; almost like a material setting. If you work on, or open documents that randomly has PBR materials or not, it would be annoying to have to toggle the preference setting for each document you open to match the content of the document.
