Rigged Character into Blender

Is it possible to bring a character rigged in Cheetah (joints, splines) into Blender? Or, is it apples and oranges?

I am sure you can using a common file format. (eg. .fbx) There is a good chance that the conversion could break something though.

I use .fbx files exported from Cheetah to 3d game engines and it seems to be pretty non-destructive. The only issue I have is I have to bake I.K.s before export. I am not sure if that would be an issue for you or not. Just something to consider.
