Simulating Rocket Thrust

Technically, I guess it's the exhaust that I want to simulate. I need to be able to export the thrust animation in FBX format. I can't use an emitter since the animation can't be exported. I can't animate the material UV since that's not supported in the target platform. I'm at a roadblock.

Does anyone have any clever ideas about how to create flames or particles coming out of the bottom of a rocket in a way that can be exported to FBX? It can be stylized; doesn't have to be realistic.
 
Still curious about your target app and what its feature set/support list looks like; does it have its own particle fx system etc?
