Actually HDRI-Haven is by far the best resource you'll ever find (it's therefore already mentioned in this forum several times).
Everything else is to be used with caution. If you need it for commercial work and don't want to name the name of the source (i.e. the photographer) you almost have to check the license very carefully.
One you could check out is sIBL Archive (hdrlabs.com), but the demand a credit in the resulting picture and commercial use isn't allowed. I wouldn't mention it if it wasn't a whole lighting system you maybe want to check out. So they have special reflection maps in jpg format for example.
Every shop has some free ones to use, but again, you have to watch out for the license (I really take care to use textures, hdris etc only in accordance with the licenses given, even if it's not seen in the resulting render. I want my own copyright respected, so I do the same with that of others).
Adobe Stock has some good ones, too, for free.
A lot of resources I've found over the years simply aren't no more (like one I would have liked to mention here). So, whenever I use a HDRI, I check first if it's in my main app, if not, I'll check my collection, then try to find it at HDRI-Haven. If it's not there I'll use a search engine to find exactly what I need (and even if it's a non-commercial project, I only use such HDRIs that will allow me to use it again in a commercial project later on). If I get something, it's added to my collection.
And yes, in some cases it's time consuming, but most of the time HDRI-Haven has something that's maybe not ideal, but good enough.
