Thats's cool - I've done it before too - the trick is to have the create polygon tool set to 'intersect scene'.
If you add ring cuts afterwards, the new vertices won't snap to the reference mesh though - you'll need to employ some other snapping work-arounds.
It would be nice to have some full-featured retopo tools here in C3D someday.
A cool tool that could be integrated as part of the process if you have to do retopo here is the Polygon Paste script.
