Need some help with foam structure

Hi, I need some help modeling/rendering a meniscal implant, the model is no problem but the foamy structure is a challenge for me.
Ive attched some pictures of the actual implant (Called ActiFit) Can somebody help me with the texture/PBR? Thanks in advance!
The implant comes in 2 sizes/shapes: lateral and medial, hence the 2 models in the .jas file

...this is my attempt with a voronoi shader but is missing the grainyness

When you´re talking about the "fuzziness" - that needs to be geometry - sort of - and can´t be resolved with a bump map alone. You´ll need either a normal map for displacement or some "hair" applied to the surface. Both will add enormous polygon count to the scene.
 
Attempt with particle system - little simple boxes with smoothing angle >90°.
Densely packed no bump texture is needed.
Subsurface scattering is needed for foam rendering, we're waiting like ages for this...
Fake solution with 30% emissive color added.
