What is this tool called?

So I can asign a keyboard shortcut to it? I use it all the time and mousing up to the tool bar is a pretty slow way to work!

Hi.
Hotkey is not "assignable".
But "alt+MMB" will do it. MMB= Middle Mouse Button.

Isn't it the same as Option+Control+mouse button on a single button mouse?

Tool tips

Hi cheezorg, it's called 'move camera.' If you rest the arrow over a symbol, without clicking, just hold there a second, a little box will appear telling you the name of the symbol
