Problems with IK Constraints

I've been using Cheetah 3D 4.4 in class for a while, and I've come across a problem. The problem is, when I'm animating a model (a body), the IK Constraints don't seem to come into effect. I'd like the furthest node/bone to trace back to a center point within Lower or Upper body, and then I temporarily lock that with a constraint all set to 0 (No movement).
This should allow me to test all the other constraints / joints, but no matter the value, the constraint(s) doesn't/don't seem to come into effect. The IK solver is doing it's job.

Is this a bug? Or am I just being ignorant to some process I have to follow?
