How to do such animation?

I saw a great video and downloaded the blend file

My questions are
can AND how C3D do the same animation of jellyfish by the
i. Same method (use Lattice Modifier), OR
ii. Different method

Somewhere in scripts on the forum, or elsewhere on this site if not there, someone a few months back posted a "blob" that would shift and pulse like it was water. Forget where it was found. But that's the closest thing I can think of to the Jelly fish.
